Enacts section 153.81 to regulate indemnification provisions in professional design contracts for public improvements, limiting indemnification to the design firm's proportionate share of tortious conduct as determined under Ohio comparative negligence law.

Amends section 3937.18 to exclude persons with immunity under Ohio's Political Subdivision Sovereign Immunity Law (Chapter 2744) from the definition of "uninsured motorist" in motor vehicle insurance policies, effective six months after enactment.

Amends section 4973.17 to establish that municipal corporations and counties are immune from civil or criminal liability for actions of hospital police officers appointed under the statute when acting directly in discharge of duties on hospital premises or within their jurisdiction.

Preserves all other existing immunities and limitations of liability under Ohio law and prevents indemnification provisions from conflicting with federal government contracts or statutes of limitation and repose.

Allows public authorities to require insurance coverage to meet indemnification obligations and permits civil actions for breach of contract or professional standard of care to proceed independently.
