Creates the D-9 liquor permit authorizing establishments to sell beer, wine, and mixed beverages in disposable containers (16 oz beer, 12 oz wine/mixed beverages) for on-premises consumption up to 105 calendar days per year with a $500 permit fee.

D-9 permit premises must be located on at least 90 acres, have seating capacity for 2,000+ people, primarily host automobile sports including drag racing, and be in an unincorporated township with population under 15,000 in a county with population under 130,000.

D-9 permit holders must ensure a mobile food service operation serves food during the same hours beverages are sold and may use portable toilets with hand sanitizer stations instead of traditional restroom facilities.

Allows county boards of commissioners to authorize county departments of probation to accept credit card and financial transaction device payments for court-ordered fees and expenses.

Designates January 11 as "Human Trafficking Awareness Day" and October 23 as "Aromatic L-Amino Acid Decarboxylase Deficiency Awareness Day."
