Requires all firearm transfers between unlicensed persons to be conducted through a federally licensed dealer or law enforcement agency, except for specified exceptions.

Mandates background checks including federal instant criminal background check system (NICS) compliance and state incompetency records checks for all such transfers.

Establishes exceptions for temporary transfers in emergency situations, at shooting ranges/competitions, during hunting/fishing, transfers to law enforcement agencies, and transfers to museums/historical societies.

Permits dealers and law enforcement agencies to charge a fee not exceeding $10 per firearm transfer processed.

Creates criminal penalties for illegal firearm transfers: fourth-degree misdemeanor for first offense, second-degree for second offense, and first-degree misdemeanor with additional sanctions for three or more offenses.
