Raises the minimum age to purchase any firearm from 18 to 21 years old, with exceptions for law enforcement officers and active/reserve armed forces members who have received firearms training.

Increases the penalty for improperly furnishing firearms to underage persons from a felony of the fifth degree to a felony of the third degree.

Raises the minimum age to furnish handguns from 18 to 21 years old, except for lawful hunting, sporting, or educational purposes under adult supervision.

Makes it illegal for persons under 21 to purchase any firearm, with limited exceptions for law enforcement officers and military members with appropriate training.

Establishes that violating underage firearm purchase restrictions under age 18 constitutes a delinquent act (felony of fourth degree if committed by adult), and violations by those 18-20 constitute a misdemeanor of the second degree.
