Expands domestic violence offense to prohibit knowingly impeding normal breathing or circulation of blood of a family or household member by applying pressure to throat/neck or blocking nose/mouth

Adds new subsection (D) to section 2919.25 of the Revised Code defining this conduct as domestic violence

Establishes felony penalties for violations, with sentencing ranging from third degree felony (mandatory prison term) up to second degree felony depending on prior convictions and offender history

Requires mandatory prison terms for violations of the new subsection, with sentences not subject to reduction under other provisions of law

Includes affirmative defense that the act was done as part of a medical or other procedure undertaken to aid or benefit the victim
