Urges U.S. Congress to enact the Mark Takai Atomic Veterans Healthcare Parity Act to expand benefits for atomic veterans exposed to radiation.

Covers veterans who participated in above-ground nuclear tests between 1945 and 1962, occupied areas around Hiroshima and Nagasaki before 1946, or were prisoners of war in those locations.

Extends presumption of service connection for specified cancers to veterans who participated in cleanup of Enewetak Atoll in the Marshall Islands between January 1, 1977, and December 31, 1980.

Acknowledges that many atomic veterans were prevented by secrecy laws from seeking medical care or disability compensation until Congress repealed the Nuclear Radiation and Secrecy Agreements Act in 1996.

Directs the Ohio Senate Clerk to transmit the resolution to Congress leadership and the National Association of Atomic Veterans.
