Calls on PJM and FERC to evaluate whether state-subsidized generation resources materially impact price formation in PJM's capacity market and whether such subsidization forces non-subsidizing states like Ohio to bear increased costs.

Opposes PJM's proposed elimination of the Minimum Offer Price Rule and replacement with an alternative model, arguing elimination would increase reliability risks and force Ohioans to bear costs associated with other states' generation resource preferences.

Directs the Senate Clerk to transmit copies of the resolution to PJM Board members, the PJM Members Committee, FERC commissioners, and Ohio news media.
