Applies to U.S. Congress for a Convention of the States under Article V of the Constitution limited to proposing amendments imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting congressional terms of office

Constitutes a continuing application until legislatures of at least two-thirds of states submit applications for substantially the same purpose

Reserves that Congress has only ministerial power to name a time and place for the convention and cannot determine rules, set delegate numbers, or name delegates to the convention

Establishes that states shall vote on a one state, one vote basis and that the convention is limited to specified topics with explicit prohibition against any amendments to the Bill of Rights

Directs the Ohio Senate Clerk to transmit copies of the application to federal and state legislative leaders, requesting cooperation from other states
