Commemorates Gunnery Sergeant James W. Speedy, a U.S. Marine Corps administrative specialist who joined in 2009 and was killed in the line of duty during a NATO training exercise in Norway.

Recognizes his military decorations including the Navy and Marine Corps Achievement Medal with two gold stars, Marine Corps Good Conduct Medal, National Defense Service Medal, Global War on Terrorism Service Medal, and Sea Service Deployment Ribbon.

Honors his service with Marine Medium Tiltrotor Squadron 261, Marine Aircraft Group 26, 2d Marine Aircraft Wing at Marine Corps Air Station New River, North Carolina.

Survived by his wife Chyanne, daughter Emmy, parents Dan and Dora, and siblings Charles and Jennifer.

Directs the Ohio Senate Clerk to transmit an authenticated copy of the resolution to Gunnery Sergeant Speedy's family.
