Amended House Bill No. 100 - Chief Steven DiSario Act

• Prohibits manufactured home park operators, condominium associations, neighborhood associations, and landlords from restricting the display of thin blue line flags on rental properties or common areas.

• Permits display of the U.S. flag, state flag, POW/MIA flag, service flags, and thin blue line flags via flagpole, bracket, or window if compliant with federal law, state law, local ordinances, or gubernatorial proclamations.

• Requires property owners and tenants to provide reasonable notice to operators or landlords before installing flagpoles or brackets, and mandates discussions regarding placement, cost, size, and lighting compliance.

• Declares any violations of the flag display protections against public policy and unenforceable; violations constitute unconscionable lease terms allowing tenants or owners to recover actual damages and reasonable attorney fees.

• Defines thin blue line flag or emblem as a flag similar to the U.S. flag with a black rectangle bearing fifty white stars and thirteen horizontal stripes with the eighth stripe being blue rather than white.
