• Modifies Ohio's campaign finance law by amending sections 3517.01, 3517.10, 3517.12, 3517.13, 3517.155, and 3517.992 of the Revised Code

• Permits reasonable child care costs for candidates and political officeholders to be paid as an ordinary and necessary expense from campaign funds, provided the care is rendered in-state and the child is twelve years old or younger

• Changes the "appropriate prosecutor" for campaign finance violations referred by the Ohio Elections Commission from the Franklin County prosecutor to the Ohio Attorney General, with exceptions if the attorney general is involved in the matter

• Updates the definition of "foreign national" in campaign finance law to align with and provide specific examples of the Federal Election Campaign Act definition

• Delays the deadline for major political parties to certify their 2024 presidential and vice-presidential candidates to the Secretary of State from the normal deadline to the seventy-fourth day before the general election, allowing certification by multiple delivery methods
