Eliminates the statute of limitations for criminal prosecution of rape (section 2907.02) and conspiracy to commit, attempt, or complicity in committing rape.

Eliminates the statute of limitations for civil actions brought by victims of conduct constituting rape against the person who committed that conduct.

Extends the civil statute of limitations for childhood sexual abuse claims (other than rape) to allow actions until the victim reaches age 55, with a three-year discovery rule for fraudulently concealed facts occurring after August 3, 2006.

Revives previously barred civil actions for childhood sexual abuse brought within three years of the bill's effective date.

Requires biological evidence retention for rape and certain violent crime investigations for 30 years if unsolved, and establishes DNA analysis procedures for sexual assault examination kits.
