OH HB13

Redefines "hybrid motor vehicle" as a passenger car with both a combustion engine and a battery cell energy system that cannot be recharged via external electricity but can be recharged through other vehicle mechanisms.

Changes the definition to exclude the ability to be externally recharged, distinguishing hybrids from plug-in hybrid electric vehicles.

Maintains a $100 annual registration fee for hybrid motor vehicles, prorated based on months of registration.

All changes take effect January 1, 2024.

Amends sections 4501.01 and 4503.10 of the Ohio Revised Code regarding motor vehicle definitions and registration requirements.
