Authorizes operation of remote dispensing pharmacies where drugs are dispensed and patient counseling provided through a telepharmacy system, operated by pharmacy interns or certified pharmacy technicians under remote pharmacist supervision.

Requires remote dispensing pharmacies to be licensed terminal distributors located in Ohio in commercially zoned buildings, with a supervising pharmacy and supervising pharmacist meeting specified requirements.

Limits remote dispensing pharmacies to an average of 150 prescriptions per day during a 90-day period and prohibits them from locating within 10 miles of an outpatient pharmacy, with exceptions for federally qualified health centers or board-approved locations demonstrating need.

Mandates supervising pharmacists verify each prescription and drug before dispensing using visual review, barcoding, and other required technology, and offer patient counseling; generally permits oversight of only one remote dispensing pharmacy unless board-approved otherwise.

Requires the State Board of Pharmacy to adopt comprehensive rules within 18 months covering telepharmacy systems, surveillance standards, staff qualifications, quality assurance, controlled substance inventory, and other operational requirements.
