Amends Ohio Revised Code section 3501.022 to allow special elections on the first Tuesday after the first Monday in August for political subdivisions or taxing authorities under fiscal emergency, statewide ballot issues under Ohio Constitution Section 1 of Article XVI, or elections authorized under specified code sections.

Establishes that deadlines for August special elections shall match those applicable to primary or general election ballots.

Charges the full cost of August special elections to the political subdivision or taxing authority conducting them in accordance with section 3501.17 of the Revised Code.

Appropriates $20,000,000 from the General Revenue Fund to the BOE Reimbursement and Education Fund (Fund 5FG0) for fiscal year 2023 to provide financial assistance to boards of elections for conducting a special election on August 8, 2023.

Any unexpended appropriation funds at the end of fiscal year 2023 shall be reappropriated to the Secretary of State for the same purpose in fiscal year 2024, with remaining funds transferred back to the General Revenue Fund on December 31, 2023.
