Amends Ohio Revised Code Section 9.48 to explicitly include construction services within the definition of "services" that political subdivisions may jointly purchase.

Defines "services" to include construction services but excludes professional design services (architects, landscape architects, professional engineers, and surveyors).

Permits political subdivisions to participate in joint purchasing contracts for equipment, materials, supplies, and services through other political subdivisions, state or national associations, or federal government contracts.

Exempts acquisitions made through joint purchasing programs from competitive selection requirements if the underlying contract was awarded through a publicly solicited request for proposal or competitive procedure.

Allows political subdivisions to purchase from alternative sources at lower prices with equivalent terms and conditions, provided they maintain documentation verifying compliance with purchase conditions.
