Sub. H.B. No. 147 Summary

• Expands background check requirements for private before and after school care program staff, including criminal records checks and sex offender registry inspections at initial application and every five years thereafter.

• Allows students experiencing harassment, bullying, or qualifying offenses to participate in interscholastic athletics at different schools or districts without penalty or additional fees.

• Requires school-affiliated events to accept cash payments for tickets, prohibits price differences between cash and other payment methods (except processing fees), and mandates lower student ticket prices than adult prices.

• Modifies teacher licensure provisions regarding revocation for specific criminal convictions and conduct unbecoming the profession, and requires schools to report certain employee conduct to the superintendent of public instruction.

• Creates the High School Financial Literacy Fund and provides up to $1.5 million for teacher professional development stipends in reading instruction and literacy improvement initiatives.
