H.B. 151 - Ohio Higher Education Enhancement Act Summary

• Requires state institutions of higher education to post undergraduate course syllabi publicly online and submit annual compliance reports to the chancellor; syllabi must include instructor name, course requirements, readings, lecture descriptions, and instructor biography.

• Mandates all state institutions adopt policies prohibiting mandatory diversity, equity, and inclusion training; prohibiting political/ideological litmus tests in hiring and admissions; and affirming intellectual diversity, free speech, and individual merit-based treatment without group-based advantages or disadvantages.

• Requires state institutions to implement disciplinary sanctions for violations of intellectual diversity rights; publish student evaluations of faculty; and conduct annual faculty performance evaluations using standardized metrics with student evaluations accounting for at least 50% of teaching assessment.

• Establishes post-tenure review procedures for tenured faculty receiving "does not meet performance expectations" ratings; requires institutions to track and report intellectual diversity violations and academic qualification statistics disaggregated by race and sex.

• Prohibits state institutions from accepting gifts or donations from the People's Republic of China or affiliated organizations; bans new academic relationships with Chinese institutions; and requires reporting of past gifts and partnerships from China-affiliated entities.
