Defines "hate crime" as a crime motivated by or manifesting prejudice based on actual or perceived race, color, gender and gender identity, religion, national origin, ethnicity, disability, or sexual orientation

Creates the Bureau of Hate Crimes within the Office of the Attorney General, with a director appointed by the Attorney General and authority to hire investigators

Authorizes the Bureau to investigate hate crimes, maintain statistics, request assistance from federal authorities under 34 U.S.C. 30303, and assist law enforcement in solving hate crimes

Grants the Attorney General authority to prosecute any crime determined to be a hate crime, including ability to initiate proceedings with county prosecuting attorneys and exercise full prosecutorial powers

Requires the Attorney General to establish a dedicated webpage with contact information (telephone, email, electronic forms) for reporting suspected hate crimes
