H.B. No. 175 - Keep Every Home Safe Act

• Requires firearms be securely stored in locked safes or with locking devices when not in possession of the owner or authorized person; does not create new criminal offense but requires law enforcement documentation when minors discharge or unlawfully carry firearms.

• Establishes income tax credit for taxpayers purchasing secure storage devices or locking devices, allowing lesser of $400 or 20% of purchase price per device for taxable years beginning January 1, 2024.

• Requires prosecutors to formally assess firearm owner liability in incidents involving minors discharging or brandishing unsecured firearms and to create written reports with demographic data on incidents and outcomes.

• Directs Department of Public Safety to provide $2,000,000 in grants to nonprofit organizations, federally licensed firearms dealers, and local agencies to distribute free secure storage devices and locking devices to impacted households and the public.

• Requires federally licensed firearms dealers to display posters and brochures on safe firearm storage practices and makes free secure storage devices available to households affected by unsecured firearm incidents, with annual limit of $400 per household.
