Enacts the Creating a Respectful and Open World for Natural Hair (CROWN) Act to prohibit public schools from discriminating against students based on hair texture and protective hairstyles such as braids, locks, and twists.

Defines "race" to include traits associated with an individual's race, including hair texture and protective hair styles.

Allows students who believe a public school has violated the anti-discrimination provision to bring a civil action in any court of competent jurisdiction.

Applies to all public primary and secondary schools, including preschools, district schools, community schools, STEM schools, and college-preparatory boarding schools in Ohio.

This act shall be known as the Creating a Respectful and Open World for Natural Hair (CROWN) Act.
