Establishes new requirements for charitable donation collection receptacles, requiring operators to display the charitable organization's name, address, and telephone number in letters at least 3 inches tall on every side of the container

Requires professional solicitors using collection receptacles to also display their contact information and a statement that financial arrangement contracts are on file with the attorney general

Expands reporting requirements for professional solicitors to include the location of each collection receptacle used in a campaign and the total weight and sale value of items collected

Requires professional solicitors to maintain audio recordings of all telephone solicitations for at least three years after campaign completion

Prohibits initiating outbound telephone calls that deliver prerecorded messages in violation of federal telemarketing regulations (16 C.F.R. 310.4(b)(1)(v))

Adds a $200 fee payable to the attorney general prior to commencing any solicitation campaign, with the attorney general authorized to publish filed solicitation notices
