Establishes a closed primary system requiring voters to register with a political party by December 31st of the year before a primary election in order to vote in that party's primary

Voters who change party affiliation after December 31st cannot vote in any party's primary that year, but may still vote on ballot issues at elections held on primary day

Creates a unified "voter registration update form" replacing separate change-of-address and change-of-name forms, which also allows voters to change party affiliation

Political party affiliation will be publicly displayed in voter registration records and pollbooks, including the date of any affiliation change

Prohibits candidates from running in a party primary unless affiliated with that party, and bars voters who changed affiliation after December 31st from signing or circulating candidate petitions for that primary
