Collects a $30 contribution from each application and renewal that deposits into the license plate contribution fund, with proceeds going to Purdue University in West Lafayette, Indiana for scholarships to Ohio residents attending the university.

Requires a $10 administrative fee per application to compensate the Bureau of Motor Vehicles for issuing the specialty plates, deposited into the public safety-highway purposes fund.

Expands the existing license plate contribution fund statute (section 4501.21) to include distribution procedures for dozens of existing specialty license plate programs supporting various charities, schools, and organizations across Ohio.

Establishes that Purdue University cannot use funds received for administering the scholarship program, and the registrar must enter into agreements with the university to effectuate proper fund distribution.
