• Modifies College Credit Plus Program eligibility by changing notification deadlines from April 1st to a date established by the chancellor of higher education, in consultation with the state superintendent of public instruction.

• Establishes new remediation-free eligibility standards allowing students to qualify through remediation-free assessments or alternative options defined by the chancellor, with transition provisions for students who previously participated.

• Creates textbook cost-sharing requirements through new section 3365.072, requiring colleges to use open source materials when available and share textbook costs with secondary schools when purchase-only textbooks are necessary.

• Requires colleges to pay for one eligibility assessment while students bear the cost of any additional assessments, and prohibits economically disadvantaged students from being charged tuition, fees, or textbooks.

• Establishes oversight and data collection requiring the chancellor of higher education and state superintendent to monitor compliance with program requirements and submit cost data to the auditor of state for review and reporting to the General Assembly.
