Defines a "dedicated organ recovery vehicle" as a vehicle contracted with an organ procurement organization, clearly labeled, used to transport human organs, and operated by a driver with emergency vehicle operations training and at least three years of experience with emergency lights and sirens.

Allows dedicated organ recovery vehicles to display flashing lights and use sirens under the same conditions as emergency vehicles, but only when transporting human organs.

Exempts drivers of dedicated organ recovery vehicles from certain Ohio traffic laws (sections 4511.25-4511.38 and 4511.66) related to speed, passing, and right-of-way, similar to exemptions for emergency vehicle operators.

Requires other drivers to yield to, stop for, or proceed with caution around dedicated organ recovery vehicles displaying appropriate visual signals, with the same penalties for violations as apply to failing to yield to emergency vehicles.

Maintains that dedicated organ recovery vehicle drivers remain subject to the general duty to drive with due regard for the safety of all persons and property.
