Establishes a 9-8-8 suicide prevention and mental health crisis hotline system statewide, with a 9-8-8 administrator appointed within the department of mental health and addiction services to oversee operations.

Creates crisis centers and mobile crisis teams designated by local jurisdictions to provide 24/7 crisis response services, stabilization, and follow-up care to 9-8-8 callers at no cost.

Imposes a 10-cent monthly charge per subscriber on wireless service, voice over internet protocol service, wireline service, and prepaid wireless calling service sales in Ohio to fund the hotline system.

Establishes a 9-8-8 fund to collect revenues from the service charge, which may only be used for hotline infrastructure, personnel, training, operational costs, and data reporting activities.

Requires the 9-8-8 administrator to submit annual reports to the general assembly and federal communications commission detailing call data, demographics, mobile crisis team deployments, and fund expenditures.
