H.B. No. 235 Summary

• Reduces the State Board of Education from 19 members (11 elected, 8 appointed) to 15 elected members beginning January 1, 2027, with existing appointed members serving out their terms and no successors appointed.

• Changes elected board member districts from three contiguous state senate districts to one congressional district per member, with elections beginning in November 2024.

• Requires the State Board to convene at least monthly for public hearings on proposed rules by the director of education and workforce, accept public testimony and written comments, and post summary reports on the department's website.

• Requires the director or deputy directors of education to attend each public board meeting and assigns department employees to assist the board in performing its duties.

• Repeals section 3513.259 and makes related conforming amendments to elections law regarding ballot placement and candidate eligibility.
