Defines "replica motor vehicle" as a motor vehicle constructed, assembled, or modified to replicate the make, model, and model year of a vehicle at least twenty-five years old.

Restricts replica motor vehicle use to club activities, exhibitions, tours, parades, and maintenance-related travel; prohibits general transportation use.

Requires replica motor vehicle owners to obtain state highway patrol inspection, obtain a signed statement from a historical vehicle expert, and display a special "Replica Motor Vehicle--Ohio" license plate with a $10 annual registration fee.

Requires certificate of title to display the word "REPLICA" in black boldface and include the make, model, model year being replicated, and the year the vehicle was constructed or modified.

Exempts replica motor vehicles from certain equipment requirements (like stop lights if the original didn't have them) and emission, noise, and fuel usage standards enacted after the year the vehicle was manufactured or is intended to replicate.
