Beginning April 1, 2025, hunting and fishing license issuers must ask applicants whether they wish to become anatomical gift donors and register willing donors in the state donor registry.

Expands methods for certifying organ donation willingness to include hunting and fishing license applications beginning April 1, 2025.

Requires the Division of Wildlife to provide donor registration forms to mail applicants and electronic hyperlinks to online applicants to facilitate registration with the Bureau of Motor Vehicles donor registry.

Provides liability protection for hunting and fishing license issuers acting in accordance with the new organ donation inquiry requirements, unless actions involve malicious purpose, bad faith, or wanton or reckless conduct.

Once a donor certifies willingness through any authorized method, subsequent recertification is not required upon license or registration renewal, and revocation of the license does not invalidate the anatomical gift.
