State universities and community colleges must provide financial cost and aid disclosure forms to newly admitted full-time students seeking a degree, starting one year after the bill's effective date.

Disclosure forms must be one double-sided page maximum and include attendance costs, financial aid sources, expected net cost, monthly loan payments, and income ranges for recent graduates by major/school.

Chancellor of higher education shall develop or approve a standardized form template in consultation with the U.S. Department of Education and state financial aid directors.

Bill amends Adoption Grant Program provisions, transfers department administration from Job and Family Services to Department of Children and Youth effective January 1, 2025, and increases appropriations for the Adoption Grant Program to $34 million.

Authorizes $196 million in bonds for state office buildings, $600 million for school construction, $400 million for local infrastructure, and $75 million for conservation projects through the biennium ending June 30, 2026.
