Amends section 121.083 to add Chapter 4177 to the superintendent of industrial compliance's enforcement duties and enacts new section 4177.01 establishing an indoor mold program.

Director of Commerce must establish a mold information and awareness program to educate the public on mold threats in buildings and proper mold removal, including dissemination via brochures and the department's website.

Director must review mold identification and remediation technologies every five years to identify new scientific evidence about health risks and adopt rules establishing procedures for this review and the public awareness campaign.

Department of Commerce must study adverse health effects from mold exposure in damp and water-damaged buildings by consulting with medical research institutions and submit findings to the General Assembly within one year of the bill's effective date.

Rules adopted under this section are exempt from regulatory restriction review requirements under sections 121.95 to 121.953 of the Revised Code.
