Amends Ohio Revised Code section 1547.15 to allow vessel operators towing water skiers, barefoot skiers, or similar devices to use either an observer person or a rearview mirror for observation purposes.

Permits a rearview mirror with wide field of vision as an alternative to having an additional person (age 10 or older) in the vessel to observe the person being towed.

Requires the rearview mirror to be mounted so the operator can observe the activities of the person being towed.

Maintains existing requirement that vessel operators must at all times observe traffic patterns toward which the vessel is approaching.

Prohibits operation of any vessel on Ohio waters in violation of these observation requirements.
