Requires county, municipal, and state correctional facilities to provide free feminine hygiene products (tampons and sanitary napkins) in adequate supplies based on individualized need to female inmates without reprimand.

Mandates written policies and procedures prohibiting denial of products based on race, sex, income status, charge degree, disability status, or discriminatory identity, and establishing proper storage, administration, and sanitary disposal methods.

Requires facilities to provide separate lidded disposal containers in safe, designated areas for used feminine hygiene products and maintain sanitary hand washing procedures.

Prohibits any denial of access to feminine hygiene products by correctional facilities housing female inmates.

Requires minimum of one shower per day with hot water access for menstruating inmates, except during emergencies, regardless of disciplinary segregation status; defines emergency to include riots, escapes, staff shortages, disease outbreaks, suicide incidents, gang violence, natural disasters, and hostage situations.
