H.B. No. 300 Summary

• Department of Mental Health and Addiction Services shall establish a pilot program within 60 days to provide grant funding for remote methadone treatment to individuals with opioid use disorder, operating during fiscal years 2024 and 2025.

• Up to ten licensed opioid treatment programs will be selected to participate, with the Department ensuring geographic diversity across the state and selecting vendors meeting specified accessibility and security requirements including HIPAA compliance and asynchronous audio-visual dosing sessions.

• Participating programs must collect and provide data on patient outcomes including time in treatment, patient retention, and reductions in medication transportation costs compared to in-person dosing.

• Department shall submit a report to the Governor and General Assembly no later than six months after the pilot program concludes with collected information and findings.

• $750,000 is appropriated from the General Revenue Fund for fiscal year 2024 and $750,000 for fiscal year 2025 to operate the pilot program.
