Creates a 13-member State and Municipal Government Commission to analyze proposed state and municipal policies affecting municipal home rule authority and enhance collaboration between state and municipal leaders.

Commission membership includes the director of development (chair), two governors-appointed mayors from cities over 60,000 population, two from cities under 60,000, and nine legislative and local officials appointed by senate/house leaders.

Members serve two-year terms starting January 30 of odd-numbered years; meets at least biannually with at least 10 days' notice and meetings broadcast by Ohio government telecommunications service.

Commission must submit annual reports to the general assembly by January 29 of odd-numbered years summarizing recommendations, legislation restricting home rule, and recommendations for preserving/restoring municipal authority.

Recommendations and reports require approval from a simple majority of members plus at least two members from each political party, two general assembly members, and two local officials; members serve without compensation except for expenses.
