Prohibits federally licensed firearms dealers from transferring a firearm unless at least 10 days have elapsed since the dealer contacted the National Instant Criminal Background Check System and received a unique identification number from that system.

Applies the 10-day waiting period requirement to all persons, including those with a license or permit to carry firearms, notwithstanding any federal or state law to the contrary.

Amends section 2923.11 of the Revised Code to include the new section 2923.26 in the definitions used for firearms regulations.

Enacts new section 2923.26 establishing the mandatory 10-day waiting period for firearm transfers by federally licensed dealers.
