Amends section 1545.05 of the Revised Code to create special appointment requirements for park districts that were township park districts created before 1892 and converted to park districts on or before January 1, 1989.

Requires probate judges to appoint three park commissioners with specific representation: one member from the most populous city council, one from the most populous village council, and one from the most populous township board of trustees in the park district.

If a park district lacks a city, village, or township, allows the probate judge to appoint remaining members under standard procedures.

Permits boards under the new requirements to expand from three to five members by majority vote, with two additional members consisting of one county commissioner and one county citizen.

Allows existing board members appointed before the effective date to complete their current terms; new appointments after the effective date must follow the amended procedures.
