Requires county correctional facilities (jails, workhouses, and multicounty facilities) to provide teletypewriters at no cost to inmates who are deaf, hard of hearing, or severely speech impaired.

Requires municipal correctional facilities (municipal jails, workhouses, and multicounty-municipal facilities) to provide teletypewriters at no cost to inmates who are deaf, hard of hearing, or severely speech impaired.

Requires state correctional institutions to provide teletypewriters at no cost to inmates who are deaf, hard of hearing, or severely speech impaired.

Prohibits county, municipal, and state correctional facilities from denying inmates who are deaf, hard of hearing, or severely speech impaired access to teletypewriters.

Defines "teletypewriter" or "TTY" as a communication device used by people who are deaf, hard of hearing, or have severe speech impairment.
