• State agencies and political subdivisions must include E-verify requirements in all public improvement and maintenance contracts entered into or renewed after the bill's effective date, with contracts void if they violate this provision.

• Public contractors and all subcontractors must use E-verify to confirm identity and legal work status for all employees hired during the contract term or assigned to perform work in Ohio.

• Employers with 75 or more employees and all nonresidential construction contractors must verify employment eligibility through E-verify after hiring and maintain verification records for the duration of employment or three years, whichever is longer.

• The Attorney General must investigate E-verify violations; first violation results in $1,000 fine, second in $2,500, and third or subsequent violations result in $5,000 each, with civil court penalties up to $10,000 per reckless violation and one-year ineligibility for state contracts.

• An E-verify enforcement fund is created in the state treasury, funded by collected fines and used by the Attorney General to administer and enforce the law.
