Establishes a new procedure requiring county auditors, county treasurers, and one county commissioner to evaluate villages after each federal decennial census to determine if they meet viability standards.

Villages must provide or contract for at least five of nine specified services (police, fire, garbage collection, water/sewer, emergency medical services, road maintenance, parks, human services, or public library) over the preceding ten-year period.

Villages must field at least one candidate for each elected position at every election during the ten-year evaluation period.

County officials must notify villages of their findings and file unsatisfactory findings with the board of elections, which then submits a dissolution question to voters at the next general election.

Voters must approve dissolution by majority vote, with results certified to the secretary of state, auditor of state, and county recorder; this procedure exists in addition to the existing voluntary dissolution process under section 703.33.
