Enacts section 109.70 of the Revised Code to prohibit law enforcement agencies from establishing or maintaining quotas for arrests and citations, whether formal or informal.

Prohibits law enforcement officials from using quotas as a basis to evaluate, promote, compensate, transfer, or discipline police officers, or requiring officers to meet quota targets.

Prohibits offering financial rewards or other benefits to police officers based on meeting quotas.

Allows law enforcement agencies to collect and analyze arrest and citation data to ensure officers comply with legal obligations and to assess proportions of enforcement activity.

Establishes an anonymous reporting system through the Attorney General's office for officers to report quota violations, with investigations to be completed within one year and potential cease-and-desist orders issued against violating agencies.
