Amends Ohio Revised Code sections 5123.01 and 5126.01 to explicitly recognize Prader-Willi syndrome as a developmental disability.

Defines Prader-Willi syndrome as a genetic disorder confirmed through methylation analysis or blood test, characterized by hypotonia, abnormally small hands and feet, hypogonadism, dysphasia, sleep disturbances, and difficulty with thermoregulation.

Includes Prader-Willi syndrome in the definition of "developmental disability" under both sections, making individuals with the condition eligible for developmental disability services and supports.

Ensures consistency across Ohio's developmental disability service system by adding the same Prader-Willi syndrome definition and recognition to both institutional and community-based service chapters.
