HB 339 Summary

• Creates the Nonchartered Educational Savings Account Program, beginning in the 2025-2026 school year, administered by the Treasurer of State in cooperation with the Department of Education and Workforce.

• Establishes educational savings accounts for eligible students enrolled in nonchartered nonpublic schools, funded at 90% of the statewide average base cost per pupil per student.

• Authorizes account funds to be used for tuition, fees, tutoring, intervention services, educational therapies, curriculum materials, textbooks, and after-school/summer educational programs at participating schools.

• Requires participating nonchartered nonpublic schools to administer state-approved standardized assessments, maintain physical locations with regular student-teacher contact, maintain expense records, and notify the Treasurer of State of operational changes.

• Establishes application procedures requiring parental documentation of enrollment, commitment to maintain records, prohibition on simultaneous enrollment in other school types, and prohibition on claiming certain tax credits for the same student.
