Creates an employee mobility grant program administered by the Director of Development to provide grants to employers offering commuter transportation services in counties with populations under 50,000.

Eligible employers must pay 50% of transportation expenses, commit to at least one-year participation, require quarterly employee surveys, and use contracted charter transportation services with fleet-owned vehicles insured for $5 million or more.

Grants equal the lesser of $15,000 or 50% of actual eligible transportation expenses per grant period, with grant amounts calculated at $0.25 per qualifying mile traveled, minus any qualified transportation fringe benefits provided by the employer.

Director must attempt to select 10 initial grant recipients (2 from each of Ohio's 5 regions) and establish quarterly reporting requirements for participating employers covering mileage, employee utilization, rides provided, and expenses incurred.

Appropriates $2,000,000 from the General Revenue Fund for fiscal years 2024 and 2025 to fund the Mobility Program grants.
