Amends Ohio Revised Code section 2923.11 to add "auto sear" definition: any part or combination of parts designed to convert a weapon to automatically discharge more than one round without manual reloading by a single trigger function.

Creates new offense under section 2923.191 prohibiting any person from knowingly manufacturing, purchasing, selling, transferring, distributing, or importing an auto sear.

Establishes exceptions for government officials, armed forces members, law enforcement, federally-licensed firearms dealers and importers, carriers and warehouses transporting goods, and holders of valid section 2923.18 licenses.

Violation of the auto sear prohibition is classified as a felony of the fifth degree.

Repeals existing section 2923.11 of the Revised Code.
