Selects participating schools based on chronic absenteeism in highest state quartile, requiring at least one rural and one urban school district to participate with control groups for comparison.

Creates the Graduation Incentive Pilot Program providing financial awards to students graduating from high schools in low-performing districts: $250 base award, up to $500 total for 3.0+ GPA, up to $750 for 3.5+ GPA.

Appropriates $500,000 for fiscal year 2024 and $1,000,000 for fiscal year 2025 to support both pilot programs, with funding split equally between attendance and graduation incentives.
