Adds new Section (H) to ORC 959.131 prohibiting any person, except as authorized by law, from knowingly treating a companion animal corpse in a way that would outrage reasonable community sensibilities.

Establishes criminal penalties under ORC 959.99 for violation of the companion animal corpse abuse prohibition as a felony of the fifth degree.

Requires courts to impose psychological evaluation or counseling as a condition of sentencing for violations, with the offender required to pay costs.

Allows courts to order forfeiture of companion animals and impose restrictions on future pet ownership for violations of companion animal abuse laws.

Directs fines collected from violations to county humane societies or law enforcement agencies that investigate the violations for training and educational purposes.
