Creates the Adverse Childhood Experiences Study Commission to recommend legislative strategies addressing the prevalence and effects of traumatic childhood events including abuse, neglect, and household dysfunction.

Commission consists of 23+ appointed members including social workers, law enforcement, judges, psychologists, pediatricians, university researchers, government agency representatives, and individuals with lived experience of adverse childhood experiences.

Includes four legislative members: two senate members (one from each party) appointed by the president of the senate and two house members (one from each party) appointed by the speaker of the house.

Commission shall meet quarterly with first meeting within 60 days of initial appointments; members serve without compensation unless it is part of their regular employment duties.

Commission must submit annual reports summarizing possible legislative strategies to the general assembly, with the initial report due one year after the effective date and the commission ceasing to exist upon submission of its fourth report.
