HB 356: Healthy Cardiac Monitoring Act

• Requires cardiac screening for youth athletes: Students participating in school or youth sports must complete preparticipation physical evaluations using a standardized form based on American Heart Association screening guidelines within six weeks of the athletic season start.

• Mandates coach training: All coaches of athletic activities must complete an annual sudden cardiac arrest (SCA) training course approved by the Ohio Department of Health.

• Establishes cardiac screening professional development: Physicians, advanced practice registered nurses, and physician assistants performing youth physicals must complete a childhood cardiac screening module every four years and annually report examination data and cardiology referrals.

• Restricts Medicaid billing for non-compliance: Healthcare providers who fail to complete required cardiac screening training or modules cannot bill the Medicaid program for youth athletic physicals and cannot collect from patients for those examinations.

• Creates professional penalties: Healthcare boards may fine physicians, APRNs, and PAs up to $5,000 plus $1,000 per individual examined without completing required cardiac screening modules; violations can result in disciplinary action.
